Adds a dedicated toggle under Setup > Center > Configuration to govern health compliance visibility. When set to OFF, the system defaults to a singular "Immunizations are Current" checkbox across administrative and parent portals. When toggled ON, the checkbox is replaced by a full medical ledger displaying granular, itemized immunization history records for individual child profiles.
